    【 Industry News 】 Notice of the General Office of the State Administration for Market Regulation on Carrying out Special Rectification of Quality and Safety of Wire, Cable and Explosion proof Electrical Products

    Provinces, autonomous regions, municipalities directly under the central government, and market supervision bureaus (commissions, departments) of Xinjiang Production and Construction Corps:


    As important industrial products, the quality of wires, cables, and explosion-proof electrical products directly affects the safety of people's lives, property, and public safety. In order to strengthen the quality and safety supervision of wires, cables, and explosion-proof electrical products, effectively implement the main responsibility of enterprise quality and safety, and firmly hold the bottom line of no major quality and safety incidents, the State Administration for Market Regulation has decided to carry out a concentrated special rectification of the quality and safety of wires, cables, and explosion-proof electrical products nationwide from October to mid November 2020. The relevant matters are hereby notified as follows:


    1、 Adhere to problem oriented approach and clarify the focus of rectification


    (1) Key products. Based on recent product quality supervision spot checks and product quality safety risk monitoring, this rectification focuses on cross-linked polyethylene insulated flame-retardant low-voltage power cables (including halogen-free low smoke types) in wires and cables, as well as explosion-proof lighting fixtures with LED light sources in explosion-proof electrical systems. Market regulatory departments in various regions can determine key products based on the local quality conditions.


    (2) Key areas. Market supervision departments in various regions should carry out special rectification in key areas such as wire and cable, explosion-proof electrical industry gathering areas, and sales and circulation concentration areas.


    (3) Key issues. The focus of wire and cable (cross-linked polyethylene insulated flame-retardant low-voltage power cable) is on issues such as failure to meet standard requirements for flame retardancy, halogen-free low smoke performance, and lack of implementation of cross-linking processes; Explosion proof electrical (explosion-proof lamps with LED light sources) focus on issues such as failure to meet standards for explosion-proof bonding surface parameters and impact resistance test indicators.


    (4) Key enterprises. Wire and cable enterprises that have failed national or local supervision and spot checks in the past 5 years, as well as those that have engaged in quality violations or have been reported by consumers or exposed by the media; Explosion proof lighting production enterprises and sales and operation units that were found to have many problems during the 2019 national supervision spot check and product quality and safety risk monitoring work.


    (5) Main measures. Provincial market supervision departments shall organize on-site supervision and inspection of the above-mentioned key products at production enterprises, highlighting the links and aspects that may cause non conformities during inspection, and conducting product spot checks when necessary; Order the enterprise to rectify the problems discovered and write them off one by one.


    2、 Take effective measures to promote special rectification


    (1) Special rectification of wires and cables.


    1. Check whether the flame retardant and halogen-free low smoke performance meets the standard requirements. In response to issues such as the inability of flame-retardant sheathing materials to meet the 90 degree heat resistance level, the unqualified flame-retardant performance of cross-linked polyethylene insulated unarmored flame-retardant power cables, and the use of halogen containing or low halogen materials instead of halogen-free and low smoke materials, the focus should be on whether the production enterprise purchases heat-resistant 90 degree sheathing materials and halogen-free and low smoke flame-retardant cable materials (including insulation materials and sheathing materials) in accordance with the provisions of "Rated Voltage 1kV (Um=1.2kV) to 35kV (Um=40.5kV) Extruded Insulated Power Cables and Accessories Part 1: Rated Voltage 1kV (Um=1.2kV) and 3kV (Um=3.6kV) Cables" (GB/T 12706.1-2020), and whether they keep records of raw material procurement inspection. It is important to check whether the cross-linked polyethylene insulated unarmored flame-retardant power cable has an isolation layer and whether the insulation layer is made of fiberglass tape (which should not be flammable).


    2. Check if the cross-linking process is implemented according to the process requirements. In response to the problems of low cross-linking degree and reduced heat resistance level of cross-linked polyethylene insulation materials caused by not following the process requirements for cross-linking, for the warm water (steam) cross-linking process, the main focus is on checking the number of cable reels that can be accommodated in a single cross-linking process in the warm water tank or steam room and the corresponding cross-linking time requirements (see the cross-linking process operation instructions), and inferring whether the cross-linking process production capacity matches the actual production capacity. For the UV cross-linking process, cross-linked products (insulation inner layer) can be extracted on site, and the production enterprise's inspection personnel can be observed to determine whether the thermal extension test is qualified, and the largest specification product produced should be selected for inspection as much as possible. For the irradiation crosslinking process, check if the enterprise has its own irradiation crosslinking equipment (electron accelerator). If the enterprise entrusts the processing of this process, check whether the processing contract is consistent with the commissioned processing quantity, and if necessary, trace it to the entrusted unit.


    3. Conduct on-site product sampling inspections for enterprises. The products randomly inspected on site are oriented towards discovering problems. Considering the sample size and process structure, the main spot checks are: (1) ZC-YJV-0.6/1 (3-5) core (16-50), (2) WDZC-YJY-0.6/1 (3-5) core (16-50) products. The main testing indicators should include: conductor DC resistance, insulation thermal extension, insulation thermal shrinkage, bundled combustion test, pH value, conductivity, and transmittance (halogen-free low smoke products).


    4. Basic requirements for enterprise rectification. Establish a comprehensive system for evaluating qualified suppliers and controlling the quality of raw material procurement; Hot water (steam) cross-linking equipment and facilities should be matched with the production scale; Strengthen the factory inspection of products, and conduct insulation thermal extension tests on each batch of products.


    (2) Explosion proof electrical special rectification.


    1. Check whether the parameters of the explosion-proof joint meet the standard requirements. It is necessary to inspect the explosion-proof threaded or non threaded explosion-proof surface, check whether there are pores, sand holes, paint, rust, rotten teeth and other conditions on the surface of the explosion-proof joint surface of the product, and determine whether the effective fitting length, gap and surface of the explosion-proof joint surface comply with relevant standards and regulations. To check the sales ledger or finished product warehouse, it is necessary to verify whether the models and specifications of the sold or stocked products comply with the requirements of Appendix D of GB3836.1 standard, and whether a qualified inspection agency has been commissioned to issue a test report and whether it has an explosion-proof certificate. The explosion-proof structure of product components and finished products, especially the explosion-proof structure at the joint between transparent parts and the shell, should be checked for consistency with the product design drawings recognized by qualified inspection agencies, to check for any unauthorized changes to the explosion-proof structure or explosion-proof joint surface parameters that do not comply with standard regulations.


    2. Check whether the impact resistance test indicators meet the standard requirements. The shell and transparent cover of explosion-proof lamps are important components that affect the explosion-proof safety performance of products. In response to some enterprises not conducting water pressure tests on explosion-proof shells in accordance with the GB3836.2 standard, or not conducting water pressure tests on explosion-proof shells, violating standard regulations, and changing the thickness or structure of explosion-proof shells and transparent covers without authorization, it is necessary to conduct on-site inspections to ensure that the water pressure testing machine can work properly; The enterprise staff shall conduct a hydrostatic test on the explosion-proof shell in accordance with the GB3836.2 standard; Whether the number of hydraulic testing equipment matches the production scale, and whether the hydraulic testing records are fully preserved; Check whether the explosion-proof shell and glass transparent cover can withstand the specified pressure in the water pressure test; Based on the product design drawings confirmed by qualified inspection agencies to meet the standards, check whether the production enterprise has changed the thickness of the explosion-proof shell, the material of the glass transparent cover, and the explosion-proof structure without authorization.


    3. Basic requirements for enterprise rectification. Establish a comprehensive system for evaluating qualified suppliers and controlling the quality of raw material procurement; Ensure the accuracy of mechanical processing equipment and ensure that the number of equipment matches the production scale; Strengthen product process inspection and factory inspection. For products that have not undergone type inspection, urge qualified inspection agencies to be commissioned as soon as possible for inspection.


    3、 Intensify law enforcement efforts and rigorously investigate illegal activities


    Market supervision departments in various regions shall investigate and punish quality violations discovered during special rectification in accordance with the law. They shall severely crack down on illegal activities such as producing and selling counterfeit and inferior products, or organizing production without production licenses or mandatory product certification certificates; Those suspected of committing crimes should be transferred to judicial authorities for handling; For serious illegal enterprises, they should be reported to the local government for lawful closure.


    Market regulatory departments in various regions should further enhance their political stance, strengthen their sense of responsibility, and carry out targeted rectification work based on local conditions to ensure that all work is implemented effectively. We need to summarize good practices in a timely manner, strengthen experience exchange, and organize the completion of this special rectification work before November 15th, and form a report for feedback to the Quality Supervision Department of the General Administration.
